Quarterly results

The total district health board (DHB) deficit was $8.2 million in the September 2006 quarter. This compares with a $2.7 million deficit in the June 2006 quarter.

When compared with the June 2006 quarter, total DHB expenses for the September 2006 quarter increased by $53.6 million to $2,456.1 million. The two major components were: operating expenditure by hospital and health service providers (HHS), at $1,399.7 million (down 1.4 percent), and the purchase of medical services, by non-government providers and inter-DHB services, at $1,044.2 million (up 7.4 percent).

Total operating expenses of HHS providers were up $111.5 million (8.7 percent) compared with the September 2005 quarter.

In the September 2006 quarter, total DHB revenue increased to $2,447.9 million, up 2.0 percent and 7.7 percent, respectively, from the June 2006 and September 2005 quarters. Funding from the Ministry of Health increased by 2.7 percent (to $2,052.3 million) in the September 2006 quarter, compared with the previous quarter. Other funding from government, which includes inter-DHB receipts, increased by 3.6 percent to $282.1 million.

Equity and liabilities

Total equity and liabilities increased to $4,548.5 million at the end of the September 2006 quarter. Liability levels were up $46.8 million to $2,669.3 million. Total liabilities consisted of current liabilities, at $1,510.4 million (up $46.7 million), long-term loans, at $1,059.1 million (down $5.7 million), and other term liabilities, at $99.8 million (up $5.8 million).

The increase in liabilities has been more than matched by the increase in the value of total assets, with a consequent increase in taxpayers' equity in DHBs to $1,879.3 million. As a result, the debt to equity ratio has fallen this quarter, down from 1.71 in the June 2006 quarter to 1.42 in the September 2006 quarter.

Assets

The total value of DHB assets at 30 September 2006 was up $394.0 million compared with the previous quarter. Increases were recorded in most asset classes, with the value of inventories up $3.3 million, other current assets up $17.4 million and fixed assets up $375.7 million. As the counterpart, fixed assets increases reflected revaluation increases in equity (up $347.4 million). The value of investments were down $2.4 million.
