Annual results

The total district health board (DHB) deficit was $41.8 million in the June 2006 year. This compares with a $31.7 million deficit in the June 2005 year.

When compared with the previous year, total DHB expenses for the June 2006 year increased $865.3 million, to $9.3 billion. The two major components of this were: operating expenditure by HHS providers, $5.3 billion (up 7.9 percent); and the purchase of medical services by non-government providers and inter-DHB services, $3.9 billion (up 15.9 percent).

In the June 2006 year, total DHB revenue increased to $9.2 billion, up 10.2 percent from the June 2005 year. Funding from the Ministry of Health increased 10.8 percent to $7.7 billion. Other funding from government, which includes inter-DHB receipts, increased 7.4 percent to $1.1 billion.

Quarterly results

The total DHB deficit was $2.7 million in the June 2006 quarter. This compares with a $12.5 million deficit in the March 2006 quarter.

When compared with the March 2006 quarter, total DHB expenses increased $122.7 million, to $2.4 billion. The two major components were operating expenditure by hospital and health service providers (HHS) $1.4 billion (up 9.1 percent) and the purchase of medical services by non-government providers and inter-DHB services, $971.9 million (up 0.6 percent).

Total operating expenses of HHS providers were up $68.6 million (5.1 percent) compared with the June 2005 quarter.

In the June 2006 quarter, total DHB revenue increased to $2.4 billion, up 5.8 percent and 8.5 percent, respectively, from the March 2006 and June 2005 quarters. Funding from the Ministry of Health increased 5.2 percent (to $2.0 billion) in the June 2006 quarter, compared with the previous quarter. Other funding from government, which includes inter-DHB receipts, increased marginally by 1.6 percent to $272.4 million.

Equity and liabilities

Total equity and liabilities increased to $4.2 billion at 30 June 2006. Liability levels were up $39.6 million to $2.6 billion. Total liabilities consisted of current liabilities of $1.5 billion (up $112.2 million), long-term loans of $1.1 billion (down $79.2 million), and other-term liabilities of $94.0 million (up $6.6 million).

The increase in liabilities has been largely matched by the increase in the value of total assets, with a consequent increase in taxpayers' equity in DHBs to $1.5 billion. As a result, the debt to equity ratio has fallen this quarter, down from 1.83 in the March 2006 quarter to 1.71 in the June 2006 quarter.

Assets

The total value of DHB assets at 30 June 2006, was up $163.5 million compared with 31 March 2006. Fixed assets increased $133.2 million, as a result of asset purchases. Increases were recorded in other current assets (up $28.6 million), and investments (up $2.7 million). The value of inventories was down $0.9 million.
